SUPPLY CHAIN MANAGEMENT OFFICE

The Office of the supply chain at KTVC is responsible in Identifying Requirements: Collaborating with various departments to understand their needs for goods, services, and works. Procurement Planning: Developing annual or project-specific procurement plans, detailing what needs to be bought, when, and how (e.g., procurement method, timelines). Budget Alignment: Ensuring that procurement activities align with approved budgets and financial constraints.



 it Identifies potential suppliers in the market that can meet the institution's needs. Supplier Qualification/Registration: Establishing processes for vetting and registering reputable and reliable suppliers. Supplier Relationship Management: Building and maintaining good relationships with key suppliers for long-term benefits and continuity of supply. Supplier Performance Monitoring: Evaluating supplier performance (e.g., delivery time, quality, compliance) to ensure continuous improvement. .


The department Preparation of Solicitation Documents: Developing Request for Quotations (RFQs), Invitation to Tenders (ITTs), Request for Proposals (RFPs), and other bidding documents. Advertising Opportunities: Publicizing procurement opportunities in accordance with institutional policies and relevant procurement laws (especially for public institutions). Clarifications and Pre-bid Meetings: Addressing queries from potential bidders and conducting pre-bid meetings to ensure clarity. Receipt and Opening of Bids: Managing the secure receipt and formal opening of bids/proposals.Adherence to Policies: Ensuring all procurement activities comply with the institution's internal procurement policies, procedures, and ethical guidelines. Compliance with Laws: Adhering to national and international procurement laws, regulations, and standards (e.g., Public Procurement and Asset Disposal Act in Kenya). Risk Management: Identifying and mitigating procurement-related risks (e.g., supply chain disruptions, fraud, non-compliance).
